Section 5 of the tobacco control act prohibits taking part in any advertisement that directly or indirectly promotes tobacco use, extending to leaflets, hoardings, vehicles, sponsorship and brand-name promotion. Which leaves the parts that do work, and they are substantial: education, healthcare, real estate, agri-inputs and the engineering cluster at Vitthal Udyognagar. That is a real advertising market of decent size. It is simply not the one on the postcard.

Six industrial estates in Anand district hold 1,555 plots with no vacancies, and V.U. Nagar alone accounts for 232 hectares and 1,015 of those plots — roughly two-thirds of the district's entire organised industrial land. Against that, Borsad has 127 plots, Khambhat 206, Sojitra 74, Petlad 71 and Umreth 62. When people say Anand has industry, they mean V.U. Nagar.
The work there is gears, submersible pumps, castings, material-handling equipment and a great deal of lathe and machine-tool job work — the district profile counts 167 lathe and machine-tool units in Anand taluka alone. The buyers are across India, with a modest export tail. None of them are local, and a radius campaign around Anand town reaches almost none of them.
Those figures date from a 2012 district profile and should be read as structure rather than as current counts. The structure has not changed: one dense estate carrying the district's manufacturing, a scatter of smaller ones, and a customer base that is entirely somewhere else.
The diaspora is a primary audience, not a footnote
Anand sits in Charotar, one of the most heavily emigrated regions in India, and the Patidar diaspora in the United States, United Kingdom, Canada, Australia and East Africa funds a substantial share of the local property market. Houses are built here and sold there. That single fact should drive the targeting on most high-value campaigns in this district.

Clients set Indian expectations on foreign inventory, see the click count, and conclude the ads failed.
